Un volume massif et grand format (pesant environ 3 kg), il s'agit d'un manuel opérationnel qui comprend les détails de pratiquement toutes les cibles militaires, industrielles et stratégiques en Allemagne. Divisées en sections classées par ordre alphabétique, les entrées comprennent les numéros d'opération, les emplacements, les noms de cibles, les zones et les codes du ministère de l'Air pour chaque cible. Les cibles couvertes comprennent les raffineries de pétrole, les centrales électriques, les barrages, les usines chimiques, les usines de munitions et d'explosifs, les armements navals, les bases navales, les bases de l'armée, les aérodromes, les usines d'avions, les mines, les aciéries, les chemins de fer et tout ce qui pouvait être pertinent pour l'effort de guerre allemand. (Pour une raison inconnue, la page d'introduction porte le mot « allemand » barré au crayon et remplacé par « Italie », mais toutes les informations du manuel se rapportent uniquement à des cibles allemandes, sans aucune autre mention de l'Italie dans le texte).\u003cbr\u003e\u003cbr\u003eUne liste de diffusion au début du manuel montre qu'il a eu une diffusion très restreinte, avec un maximum de seulement 300 exemplaires produits. (Ceci est l'exemplaire numéro 18). Ceux-ci auraient vraisemblablement été distribués au ministère de l'Air, à l'état-major général et à toutes les stations du Bomber Command engagées dans l'offensive aérienne contre l'Allemagne.
